The author of this article is purposed firstly to investigate the background and all the circumstances in detail of the anti-Japanese bombing undertaking by Choi Subong(최수봉) at the Milyang Police Station at December 27, 1920, and to futhermore reconstruct a full picture of the accident, lastly to inquire into its historical meanings and significances. The author takes mainly a kind of microhistorilcal approach composed of carefully re-reading and comparatively analyzing the primary documents such as investigation reports by police and prosecutory authorities, judgement decisions, newspaper articles, and other materials concerning Choi Subong's life course, followed by synthesizing the results of those works and by operating a somewhat restoring reasoning. Choi, born in 1894, went successively to four schools in Milyang, Busan and Pyeong-yang, became a Christian and incessantly groped for ways of the fatherland's independence, cultivating the anti-Japanese mind and thought. About the year of 1918, he went forward to the road of national independence movement by going to Manchuria. After having come back to Milyang around 1919~1920, he became a member of Euiyeoldan along with accepting the proposal from Kim Sang-yun and Yi Jong-am, both the founding members of the association, and received two bombs made by Goh Indeock's cooperation, and finally launched the undertaking. Showing a righteous and ardent mettle with a dauntless attitude in court and dying by sentence execution, he really deserved to be called as a heroic martyr. His undertaking encouraged in consequence the militant camp of national independence movement, and served as a stepping-stone by which Euiyeoldan would rise up by being recovered from the former failure of the first Great Domestic Undertaking plan. In relation to that significance, the following point must be kept in mind. That is, although his deed was taken solely, its planning and preparation had been set on the dimension of Euiyeoldan's project. Therefore, it must be seen as a collective undertaking connected directly to Euiyeoldan's early struggle, rather than as a purely individual and lonely one.

1920년 12월 27일의 경남 밀양경찰서 투탄사건, 달리 말하면 항일사건의 하나인 최수봉 의거의 실행 배경과 전말을 규명하여 사건 전모를 재구성해내고 그 역사적 의미를 고구해보려는 것이 이 글의 목적이다. 수사보고서와 판결문, 신문기사 등의 1차 자료와 최수봉의 생애 행로에 관한 여타 자료들을 재독해하여 꼼꼼히 비교 분석하고 그 결과를 종합함과 아울러 복원적 추리로써 자료상의 빈틈을 메워보는 미시적 접근을 주로 취하였고, 역사적 의미와 의의 추출에는 거시적 시각을 배합시켜보았다. 1894년생인 최수봉은 1910년부터 1916년 사이에 밀양ㆍ부산ㆍ평양 세 곳의 4개 학교를 연달아 다니면서 동향 선배 고인덕의 영향으로 기독교에 입문하는 한편 항일의 뜻을 다지며 조국독립의 방도를 부단히 모색하였다. 1918년경에 독립운동 행로로 들어서서 만주로 갔던 그는 1919년~1920년 사이에 귀향해 있다가 의열단원 김상윤과 이종암의 제의를 받아들여 입단하고, 고인덕의 협력으로 제조된 폭탄 2개를 받아서 거사를 감행한 것이었다. 법정에서도 시종 의연한 태도를 견지하며 의열적 기개를 유감없이 내보여주던 최수봉은 선고된 사형 집행으로 순국했는데, 내면에서 끓어오르던 의기와 분노를 투탄행동으로 일거에 폭발시킨 그는 진정 의사이자 열사였다. 밀양 청년들이 경의와 예우를 다하여 장례를 치르려하자 일제 당국이 탄압하여 저지시켰다. 최수봉 의거는 영남 일대의 항일 민심을 격동시키고 전투적 독립운동 진영을 고무해주었을 뿐 아니라, 석 달 전의 박재혁 의거와 더불어 의열단과 김원봉이 제1차 국내 대의거계획의 실패를 딛고 일어서게끔 하는 디딤돌이 되어주었다. 그러한 역사적 의의와 관련하여 세 가지 점에 특히 유의할 필요가 있다. 첫째, 그의 의거는 돌발적인 것이 아니라 밀양지역사 속의 1910년대 항일운동의 기맥 및 1920년 9월의 밀양읍민 경찰서습격사건과 연접되는 것이었다. 또한 실행은 혼자 했지만 기획과 준비는 의열단 차원의 것이어서, 개인단독 거사로보다는 의열단의 초기 투쟁사와 직결되는 집단적 거사로 보아야 한다. 둘째, 밀양경찰서가 최수봉 의거의 타격대상이 된 데는 당지 출신자로서 성공 확률을 최대로 높이려는 전술적 고려도 작용했을 것으로 보아야 한다. 셋째, 최수봉의 거듭된 허위진술은 동지들을 끝까지 지켜내기 위해서였는데, 그것을 일제 관헌이 순순히 받아들인 것은 총독부 당국의 심히 난처한 입장 때문이었다.
